Is there a way to show a different paywall on iPad if the same layout does not good or functional on all devices and screen sizes?
Using Targeting + Custom attribute is unlikely to do the job as the same user might have several devices.
Any other solutions?

I don’t think there’s a way to do this from targeting directly, but you might be able to take advantage of Offering Metadata with some custom code to display a different paywall based on size class.
