If you are both experiencing this error with a sandbox user, it’s most likely one that you’ve been using for a while and has many purchases. This would be very unlikely to be affecting any live users - it’s on a case by case basis per user and it would be difficult for production users to hit this limit.
Try deleting the user from RevenueCat, and setting up a new sandbox test account and Apple ID: https://www.revenuecat.com/docs/apple-app-store#create-a-sandbox-test-account
