The error that you’re receiving in your first screenshot is forwarded from Apple, possible things that may trigger this include:

• Apple server is down (more common in sandbox than production)
• SKErrorUnknown
• SKErrorCloudServiceNetworkConnectionFailed
• SKErrorCloudServiceRevoked
• An SCA purchase flow was initiated.

We usually recommend retrying the operation to see if the error will clear but if you are receiving it again and again, it’s likely that one of the above things are causing it.

All of those are definitely worth checking out, but if you have not made any changes to your configuration, I’d double check the Paid Applications Agreement and the tax and banking forms on App Store Connect and make sure that none of them have expired, and all are signed and up to date.
