Hello, I try to implement the promotional offers on my flutter app with 2 weeks free trial but when I click to subscribe I have a popup telling me that it is reserved for subscribers or former subscribers I do not understand?

For Promotional offers, the only eligibility requirements are that the user had (or currently has) an active subscription. Apple will automatically enforces this requirement for you and if it's not met, the users will be shown the regular product regardless of the offer you try to present.
To test this, make sure that your test user has or had an active subscription to the product..
